What does a construction safety audit actually cover?
A Coyle Group construction safety audit covers three layers on the same visit. First, the live physical work: plant and machinery, work at heights, confined spaces, lifting operations, and traffic management, walked and photographed against the Safety, Health and Welfare at Work (Construction) Regulations 2013 in Ireland or CDM 2015 in Great Britain. Second, the project documentation: Construction Phase Plan, RAMS, Method Statements, Lift Plans, and PSCS or PSDP appointment letters. Third, the workforce interviews that confirm what is written is what the site is doing. You receive a written gap register and a prioritised corrective action plan signed off by a CMIOSH-chartered advisor.
Is the audit scoped against Construction Regs 2013, CDM 2015, or ISO 45001?
All three, depending on jurisdiction and buyer. For Irish sites the primary frame is the Safety, Health and Welfare at Work (Construction) Regulations 2013, sitting under the Safety, Health and Welfare at Work Act 2005. For Great Britain the primary frame is the Construction (Design and Management) Regulations 2015. ISO 45001 sits alongside where the client wants standards conformance in the same visit. A single corrective action register addresses statutory compliance and standards conformance together so the project team is not tracking two lists.
Who signs off the audit report?
A CMIOSH-chartered advisor writes and signs off every report, using the same legislative framework an HSA or HSE inspector would apply. Do you audit PSCS and PSDP appointments as part of the engagement?
Yes. Statutory appointments are checked as a first-pass review. We look for duplicate PSCS appointments across contractors on the same project (a compliance failure we have resolved on a live substation build), missing PSDP appointment letters, and Construction Phase Plans that have not been updated as the build has progressed. These findings are called out in the gap register with a specific reference to the Construction Regulations 2013 duty at issue.
