Case story: PSCS compliance
A Regulatory Failure Caught Before It Became a Fatality
During a separate assignment on a construction project, our chartered consultant identified a duplicate PSCS appointment.
Under Ireland's Safety, Health and Welfare at Work (Construction) Regulations 2013, only one Project Supervisor Construction Stage may hold authority on a project. 2 PSCS appointments create a gap in the chain of statutory accountability, with serious consequences for both the client and the contractor if an incident occurs.
We convened a stakeholder meeting, worked through the statutory process to terminate the contractor PSCS appointment, and reinstated single-authority supervision within 1 week.
The client then ran a nationwide review of PSCS appointments across their project portfolio, correcting similar errors before any regulatory exposure materialised.

What does CDM regulations advisory involve?
We advise principal designers and principal contractors on their CDM 2015 duty-holder obligations throughout the project lifecycle. This covers pre-construction information packs, construction phase plan review, coordination between duty-holders, and competency verification of sub-contractors. Every engagement is led by a CMIOSH-chartered advisor.
How does a PSCS appointment work, and what happens if it goes wrong?
Under Ireland's Safety, Health and Welfare at Work (Construction) Regulations 2013, only one Project Supervisor Construction Stage may be appointed per project. If 2 entities hold PSCS authority simultaneously, both the client and the contractor carry legal exposure. Our chartered consultant identified a duplicate PSCS appointment on a client site during a separate assignment, resolved it within one week through a managed stakeholder process, and the resolution triggered a nationwide review across that client's project portfolio.
What does a health and safety audit cover?
Our site safety audits assess the documented management system against legislative requirements, review active risk documentation including RAMS, Method Statements, and Lift Plans, inspect physical site conditions, and interview frontline workers. You receive a written report with a gap register and prioritised corrective actions. For energy and engineering sites, we include sector-specific checks for overhead-line work, MEWP operations, and lifting plan compliance under General Application Regulation 42.
Do you work on a fixed fee or a retainer?
Both models are available. Single-engagement work, such as a one-off audit, an accident investigation, or a CDM review, is priced on a fixed-fee basis. Ongoing consulting arrangements run as retainers. Managed service consulting, where we own and run the full HSE function, is structured as a monthly retainer with agreed scope and reporting outputs. We confirm the right structure on the first call.
Will I work directly with the founder?
Gavin Coyle, CMIOSH, leads every consulting engagement. He is directly reachable by phone and is on many occasions available outside business hours. 17 of our 23 Trustpilot reviews name him personally. We do not hand consulting engagements to junior advisors after the first call.
Who owns the safety documentation at the end of the engagement?
You do, fully. All RAMS, Method Statements, Construction Safety Plans, Preliminary Safety Plans, and policy documents we produce are your property from the moment they are issued. Every document is authored by a chartered safety professional against your specific site conditions and regulatory requirements.
