Why it matters who you choose
Coyle Group vs. a Generalist H&S Consultancy for Construction
Generalist consultancies carry the H&S label but do not carry tier-one construction experience, an engineering safety talent pool, or a published methodology regulators recognise.
| Feature | Coyle Group | Generalist H&S Consultancy |
|---|---|---|
| Construction Regs 2013 / CDM / PSCS appointments | Chartered experience, live PSCS/PSDP appointments on active sites | General awareness; no specialist construction-regulations practice |
| Tier-one contractor familiarity (Multiplex, Sisk, ESB, Energia, Suir Engineering) | Named clients, deployed safety talent, supply-chain risk policy development | No documented tier-one construction track record |
| Speed of mobilisation to engineering builds | 48-hour global deployment SLA, published and held to | No published SLA; typical lead time 4-6 weeks |
| Documentation ownership (RAMS, Lift Plans, Safety Plans, and Statutory paperwork) | Chartered-authored, audit-ready, produced on-site by our people | Template-pulled documents that fail at first regulator visit |
| Credential stack regulators recognise | CMIOSH founder, ISO 45001, IOSH corporate, Trustpilot 4.6/5 | Generic H&S certifications; no founder-led chartered credential |

What 25 Years of Chartered Specialty Delivers
How we work with you
From First Call to Documentation Sign-Off in 3 Steps
Whether you need safety compliance and support on a construction site or a degree-qualified safety officer on an engineering build, the engagement follows the same chartered process.
Scope the engagement
Tell us the project type, the vertical, the statutory obligations (PSCS, CDM, manpower), and your start date. We confirm the engagement model (safety consulting or HSE manpower) within the day.
Match talent or scope the audit
For engineering builds, we select from our pre-graded safety talent pool and mobilise within 48 hours. For construction projects, we assign a chartered advisor to scope the project and select the service: CDM advisory or PSCS appointment.
Deliver and sign off documentation
Our professionals produce all documentation on-site: Construction Phase Plans, RAMS, Lift Plans, safe systems of work documentation, PSCS appointment letters, site safety reports, and accident investigations. All documents are chartered-authored and meet safety laws.

How to engage us
Two Ways Construction and Engineering Teams Work With Us
The service you need depends on the work. Construction firms get statutory compliance services for UK or Ireland projects under the relevant safety law, covering both PSCS and PSDP duty-holder roles. Engineering builds get deployable safety officers from our specialist safety talent pool. Both run to the same chartered standard.
Construction: Safety Consulting
We provide all the paperwork, execution of day-to-day safety operations, and legal and operational standards to deliver a compliant, incident-free construction project. From a single audit to a retained advisor, we own the chartered deliverable.
- Site safety audits and inspections
- Advisory under Construction Regulations 2013
- PSCS and PSDP appointments and management
- Construction Phase Plans authored and maintained
- RAMS, Method Statements, and Lift Plans
- Accident investigation and HSA or HSE reporting
- Retained safety advisory service
Engineering: HSE Manpower
Hire a degree-qualified safety officer who already knows your engineering environment. We mobilise from our pre-graded safety talent pool and have someone on your site within 48 hours, with same-day chartered management available.
- 48-hour global deployment to engineering builds
- Power Plants, Utilities, and Data Centres
- M&E installation packages with PSCS experience
- RAMS, Lift Plans and method statement review on site
- Performance oversight and safety management throughout
- Same-day management availability on call
- Officers pre-graded on vertical risk profile
Engineering case study
5 Critical Gaps Resolved Across 63 Sub-Stations in 6 Months
Acting as H&S Advisor across 63 sub-stations in Ireland, our consultant identified 5 critical safety gaps and resolved every one within 6 months. The improvements extended beyond the project site to become national working procedures.
-
No client appointment letter was in place.
We drafted and signed off the appointment, closing the legal-responsibility gap before works proceeded.
-
Design risk assessments fell short of the Construction Regulations 2013.
We built a national Design Standard Hazard Register that became the working benchmark.
-
MEWP and work-at-height operations ran without an emergency rescue plan.
We wrote a national MEWP procedure and risk assessment for the site crews.
-
Site RAMS lacked accessible, step-by-step procedures.
We authored a new RAMS template with site-ready procedures the crews could follow.
-
Lift planning was deficient under General Application Regulation 42.
We produced a detailed national Lift Plan, signed off by the Appointed Person.
Sector: Construction & Engineering (electrical infrastructure). Location: Ireland (63 sub-stations). Duration: 6 months.

Construction and engineering safety
Questions We Hear Most Often
What does a Construction Phase Plan cover and who produces it?
A Construction Phase Plan (CPP) sets out the arrangements for managing significant health and safety risks during the construction phase. Under the Safety, Health and Welfare at Work (Construction) Regulations 2013, the Project Supervisor Construction Stage must prepare and maintain it before work starts. We produce CPPs as part of our PSCS and CDM advisory service. The plan is chartered-authored, regulator-ready, and kept current throughout the build.
Can you act as PSCS or PSDP on a construction project?
Yes. We hold PSCS and PSDP appointments on construction projects across Ireland and the UK. Our advisors carry deep experience with the Safety, Health and Welfare at Work (Construction) Regulations 2013. We have resolved duplicate PSCS appointment errors on live projects (a compliance failure that creates significant regulatory exposure if left uncorrected).
What CDM regulations apply to construction projects in Ireland?
The Safety, Health and Welfare at Work (Construction) Regulations 2013 are the primary framework in Ireland, covering duties for clients, PSCS, PSDP, and contractors on projects with more than 30 working days or 500 person-days of construction work. Our CDM advisory service covers full compliance with these regulations including appointment letters, Construction Phase Plans, and design risk registers.
Do you have experience placing safety officers on microchip plant or pharmaceutical builds?
Yes. Our engineering safety talent pool covers microchip plants, pharmaceutical facilities, and bioenergy builds. We have supplied safety officers for M&E installation packages with PSCS and contractor dutyholder roles at major pharmaceutical and biosciences projects in Ireland, including Bausch & Lomb, WuXi, and Guerbet sites through Jones Engineering. Our officers carry experience with construction lifts, confined-space entries, energisation procedures, and live-site MEP density before they arrive on day one.
How quickly can you deploy a safety officer to a remote engineering site?
We deploy to site within 48 hours of your call, anywhere globally. Our management team is available the same day you ring. We have placed safety officers on mine demolition projects, anaerobic digester builds, and offshore-adjacent engineering work on the same SLA. The 48-hour commitment is published and held to. It works because our safety talent pool is standing, not recruited per assignment.
How quickly can you produce RAMS for a construction or engineering project?
Our advisors produce RAMS, Method Statements, Lift Plans, and Construction Safety Plans on the timeline of the build. We do not pull documents from template libraries. Every document is authored by a chartered or degree-qualified safety professional who understands the specific work, the equipment, and the applicable Irish and UK regulations. Turnaround depends on scope. Discuss your project and start date and we will confirm within the day.
